On Thursday, July 31st, at approximately 3:09 PM, Cartersville police were dispatched to a serious accident at the intersection of Parkview Drive and Pine Grove Road. Upon arrival, officers discovered a black male victim lying face down in the roadway, suffering from a significant traumatic injury to his right leg.
An officer quickly rendered aid, applying a tourniquet to the injured leg. Cartersville Fire personnel stabilized the victim for transport, and Metro EMS subsequently arrived to take him to Kennestone Hospital for further treatment.
A witness at the scene reported that the victim was struck by a blue four-door sedan, later identified as a 2009 Acura TL, while standing at his vehicle. The witness attempted to block the suspect’s vehicle but was unsuccessful as the driver fled the scene.
A second witness confirmed seeing both the victim and the suspect, identified as 27-year-old Foncuyon Y. Finley from Rome, together at the nearby Quick Start Cartersville Training Complex shortly before the incident. An employee at Quick Start confirmed that Finley had been attending a class there before the incident. Investigations revealed that the victim and Finley had been in a verbal dispute at Quick Start.
Deputies from Bartow County later located Finley’s vehicle on the Burnt Hickory Connector, pursued him, and arrested him in the area of Hamilton Crossing Park.
Due to multiple witness statements, Finley’s failure to stop after striking the victim, and his evasion of Bartow County Deputies, police have charged Foncuyon Finley with numerous offenses, including hit-and-run resulting in serious injury, aggravated assault, aggravated battery, and attempting to elude law enforcement.
