The Cartersville Police Department received information from a mandated reporter on September 1st about suspected child abuse. Investigators from the Criminal Investigations Division then arrested 22-year-old Quisean Michael Witherspoon on Monday on charges of aggravated battery and two counts of cruelty to children in the first degree.
