A one-year-old Tennessee girl reported missing is safe in Bartow County after deputies stopped the vehicle carrying her Wednesday evening.

Around 6:30 p.m., a deputy of the Bartow County Sheriff’s Office was in the area of Interstate 75 southbound near mile marker 290 looking for a 2017 gray Kia Sportage with a Tennessee tag. Franklin County Sheriff’s Office in Tennessee had issued a BOLO for the vehicle in connection with 35-year-old kidnapping suspect Kasey Lynn Hill-Bean of Decherd, Tennessee, and the child she had taken. The BOLO noted that Hill had been telling family members the child was deceased.

The deputy spotted a matching vehicle traveling at a high rate of speed, confirmed it at mile marker 288, and requested backup. He followed the car until it exited at mile marker 285 and pulled into a Racetrack gas station on Red Top Mountain Road and Red Top Mountain Connector. Deputies and Georgia State Patrol troopers activated emergency lights and sirens and boxed the vehicle in to prevent further flight.

They took Hill into custody without incident. The child, Lilly Hill, was found safe and unharmed in the back seat.

Franklin County Investigator Chuck Stines was notified. Deputies contacted both Tennessee and Georgia DFCS. Lilly was taken to the Bartow County Sheriff’s Office and later released to a DFCS agent. Hill was transported to the Bartow County Jail.

Authorities say Hill and the toddler had been expected at the Franklin County Judicial Center in Winchester around 10 a.m. Wednesday, but fled the area. At the time the AMBER Alert was issued by the Tennessee Bureau of Investigation, Hill no longer had legal custody of her daughter. However, she had physical custody that morning.

A multi-agency effort involving the Franklin County Sheriff’s Office, TBI, FBI, and Georgia law enforcement tracked the vehicle across state lines. Sergeant Sam Davidson of the Franklin County Sheriff’s Office credited license plate readers, rapid information-sharing, and public cooperation for the quick recovery.

Hill faces charges that include aggravated kidnapping, child endangerment, and felony evading. She is being held in the Bartow County Jail on a fugitive-from-justice charge stemming from the Tennessee case.

The safe recovery of Lilly underscores how coordinated action across agencies and technology helped bring a local traffic stop to a positive end for the child.
