Twenty-four-year-old, Caesar Osvaldo Roque of Cartersville was booked into the Bartow County Jail on April 28th, 2022, and charged with murder, possession of controlled substances, and the sale of controlled substances. Roque and his then-girlfriend Sara Brittany Hayes are accused of causing the death of 20-year-old Kevin Andrew Hutchings. According to court documents, Roque sold Hutchings Oxycodone M30 pills containing Fentanyl.  Roque pleaded guilty to felony involuntary manslaughter, distribution of fentanyl, and the sale of fentanyl.  He received a 30-year sentence with the first 17 years to serve incarcerated and the remainder on probation.

Hayes pleaded guilty to felony involuntary manslaughter and the sale of fentanyl.  She received a 30-year sentence with the first 13 years to serve incarcerated and the remainder on probation.

Coming up on WBHF later this week my conversation with District Attorney Samir Patel on this outcome.  I spoke with a parent of the victim who chose to forgive Roque and Hayes.  We will also hear from Roque’s mother who says he began selling drugs to support his drug habit.
