David Johnny King, Blake Douglas Scheff, and Jane Lanette Richards are accused of Violation of Racketeer Influenced and Corrupt Organizations Act (RICO). According to the indictment, between August 2009 and December of 2017, they illegally profited financially from their positions through the use of the Police Department and the Clerk of Municipal Court to raise funds by a citation scheme that involved issuing city citations and demanding high fines and fees regardless of the action of those individuals being cited.
